Quality Improvement Report for the State of Wisconsin

The State of Wisconsin initiated a Quality Improvement program similar to Total Quality Management (TQM) in the 1980s. Their efforts in improving quality filtered through the various state agencies and university systems, making Wisconsin a leader in government-supported TQM or quality improvement. Over the years, the quality programs were changed and also somewhat diluted.

In 1989, the state issued their annual report on the progress they had made in Quality Improvement. Although dated, it can be a good guide and helpful in implementing TQM in your own organization.
