The way I remember the adage was: I was feeling down and depressed, when I heard this voice saying, "Cheer up, things could be worse." So I cheered up, and sure enough, things got worse." The first part is important.
That is a humorous view on a philosophy concerning your attitude. I believe a positive viewpoint is better than a negative one. Of course, each person can have his or her own philosophy.

When you set a goal to get or achieve something difficult, it is important to consider what is required to achieve that goal. You can then break the goal into smaller goals that you can achieve on the way to the greater goal.
For example, if you wanted to get an important job, you would have look at the requirements for such a position. You may need a certain education or recommendations. You would also need persistence in your application.
As you go along achieving the smaller goals, you can congratulate yourself in getting closer to your main objective.
